He studied music at the "G. Rossini" Conservatory of Pesaro, attending in particular the electronic music courses held by Walter Branchi.

His principal works include: Notturno for double bass (1979, commissioned by Stefano Scodanibbio); the first Quartetto d'archi (1980, prize-winner at the 1981 Premio Bucchi); Sei danze (SIMC, Aarhus 1983, played by violinist Enzo Porta); Crazy Jay Blue for clarinet (1985, commissioned by Ciro Scarponi); Das Zweiter Zimmer for piano; a tango commissioned in 1983 by the American pianist Yar Mikhashoff; Per Limuna for piano (SIMC, Budapest 1986); the radio documentary Open End for RAI-Radio3; I segreti del tempio (1989, prize-winner at "Trio basso internationaler Kompositions Wettbewerb" competition, Köln 1989); Vortex for flute, violin, 11 strings and vibraphone (1993, commissioned by the festival "Nuova Musica Italiana"); How was it there? For brass, strings and percussion (commissioned by Ensemble Edgard Varèse); Tutti i cappotti for orchestra (1993).

During his last years Mencherini composed also for the music theatre (Sexy Saddle, flash opera for "Europa Festival '95", Ferentino) and for dance (in collaboration with the Arbaleto company, the ballets Operai (1993), Le zattere, Per la finestra nuova, Il meridiano (1994), Ghirigori ovvero Io non guardo mai il cielo (1996).
At the same time, he set to music texts from Edoardo Sanguineti's Laborintus for the vocal ensemble Laboratorio Ottantasette (directed by Paola Urbinati); the texts included Ah, il mio sonno for six mixed voices (XIV Rassegna di Musica Nuova, Macerata 1996) and Ritorna mia luna for male voices and soprano saxophone ("Progetto Musica '96", Rome).
His music has been broadcast by various European radio networks and recorded by Edipan, BMG Ariola and Contempo Records.
